Thomas Steven DeLuca, Jr. was born on 3 August 1948.

On 6 April 1969, Specialist Four Thomas Steven DeLuca, Jr. was serving with A Company, 8th Engineer Battalion, 1st Cavalry Division, in Tay Ninh Province, South Vietnam.

On that day, SP4 DeLuca was killed when he sustained wounds from artillery, rocket or mortar fire. His body was recovered.
