Luis De La Torre was born on 29 January 1944.

On 17 February 1966, Private First Class Luis De La Torre was serving with A Company, 2nd Battalion, 12th Cavalry, 1st Cavalry Division, in Binh Dinh Province, South Vietnam.

On that day, PFC De La Torre was killed in action when he sustained wounds from small arms fire. His body was recovered.
