Powell Frederick Carter, Jr. Admiral, U.S. Navy Powell Frederick Carter, Jr. was born on 3 June 1931. Vice Admiral Carter served as Director of the Joint Staff during 1985-1987. On 1 October 1987, he was promoted to the four-star rank of Admiral and appointed U.S. Military Representative, NATO Military Committee (USMILREP) from 1987 to 1988; He served as Commander-in-Chief, U.S. Atlantic Fleet (CINCLANTFLT) from 1988 to 1991.
