Sergeant First Class Simmons was a member of the 339th Transportation Heavy Cargo Company, 21st Port, U.S. Army. On 29 April 1953, he accidentally drowned in Inchon Harbor, South Korea.

Simmons was awarded the Korean Service Medal, the United Nations Service Medal, the National Defense Service Medal and the Republic of Korea War Service Medal.
