Private First Class Randall was a member of Headquarters and Service Company, 548th Engineer Combat Battalion, U.S. Army. He died of other causes on 4 April 1951 at the 3rd Station Hospital in South Korea.

Randall was awarded the Korean Service Medal, the United Nations Service Medal, the National Defense Service Medal and the Korean War Service Medal.
