Billy Charles was born on 30 January 1938.

On 7 February 1967, Staff Sergeant Billy Charles was serving with A Company, 2nd Battalion, 1st Infantry Regiment, 196th Infantry Brigade, in Tay Ninh Province, South Vietnam.

On that day, SSGT Charles was killed in action when he sustained wounds from an explosive device. His body was recovered. Billy Charles received a posthumous promotion to Sergeant First Class.
