CITATION:
The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Rear Admiral Andrew Francis Carter, United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Director, Petroleum and Tanker Division, office of the Chief of Naval Operations and the units antecedent to the Division, from 9 March 1942 to 31 August 1945.
Rear Admiral Carter coordinated the complex supply organizations of the U.S. Army and Navy and Allied services. These services were so well organized that the supply and movement of petroleum fuels throughout the world fully supported the Allied forces ashore and afloat during periods of critical shortage.
