Philip Bracken Fleming Philip Bracken Fleming was born on 15 October 1877 in Iowa. Fleming began his military career upon graduating from West Point and being commissioned as a Second Lieutenant in the U.S. Army Corp of Engineers. He was a veteran of World War I and eventually served in the administrations of two presidents. From 1935-36 he served as District Engineer, Eastport, ME; was Coordinator, Resettlement Administration during 1936-37; and was District Engineer, St. Paul, MN, from 1937-39.
