Private First Class Willis was a member of the 559th Medical Ambulance Company, U.S. Army. On 1 December 1950, he was killed when his barracks caught fire near Hamhung, Korea.

Willis was awarded the Korean Service Medal, the United Nations Service Medal, the National Defense Service Medal, the Korean Presidential Unit Citation and the Republic of Korea War Service Medal.
