Private Raper was a member of Company C, 802nd Engineer Aviation Construction Battalion. On 16 November 1951, as he was crossing a stream between Youngdungpo and Survon in a jeep, it overturned and he drowned.

Raper was awarded the Korean Service Medal, the United Nations Service Medal, the National Defense Service Medal and the Korean War Service Medal.
