Sergeant First Class Orr was a member of Headquarters and Service Company, 378th Engineer Combat Battalion, U.S. Army. On 28 November 1951, he was a passenger in a truck near Myongjan, Korea that went over an embankment causing him a fractured skull.

Orr was awarded the Korean Service Medal, the United Nations Service Medal, the National Defense Service Medal and the Korean War Service Medal.
