Private McNeill was a member of Battery D, 78th Anti-Aircraft (Automatic Weapons) Battalion, U.S. Army. On 27 October 1951, he was killed when the truck he was driving overturned.

McNeill was awarded the Korean Service Medal, the United Nations Service Medal, the National Defense Service Medal, the Korean Presidential Unit Citation and the Republic of Korea War Service Medal.
