Second Lieutenant McMillan was a member of the 14th Engineer Combat Battalion, US Army. He was Killed in Action while fighting the enemy in South Korea on 12 August 1950.

For his leadership and valor, Second Lieutenant McMillan was awarded the Silver Star Medal, the Purple Heart, the Korean Service Medal, the United Nations Service Medal, the National Defense Service Medal, the Korean Presidential Unit Citation and the Republic of Korea War Service Medal.
