Sergeant Carter was a member of Service Company, 179th Infantry Regiment, 45th Infantry Division. He died of other causes on 8 July 1952 on "Hill 334" near Sunbyok, North Korea.

Carter was awarded the Korean Service Medal, the United Nations Service Medal, the National Defense Service Medal, the Korean Presidential Unit Citation and the Republic of Korea War Service Medal.
