Private Fisher was a member of the 55th Ordinance Ammunition Company, U.S. Army. On 26 August 1951, he drowned while swimming in the Wonju River near Wonju, South Korea.

Fisher was awarded the Korean Service Medal, the United Nations Service Medal, the National Defense Service Medal and the Republic of Korea War Service Medal.
