Private First Class Banks was a member of the 61st Field Artillery Battalion, 1st Cavalry Division. On 29 May 1951, he drowned while swimming in the Hunt-An-Gang River in North Korea with other soldiers.

Banks was awarded the Korean Service Medal, the United Nations Service Medal, the National Defense Service Medal and the Korean War Service Medal.
