Sergeant Ticer was a member of Company B, 10th Engineer Combat Battalion, 3rd Infantry Division. On 7 July 1951, he drowned in a river while bathing near Pod Song Dong, Korea.

Ticer was awarded the Korean Service Medal, the United Nations Service Medal, the National Defense Service Medal, the Korean Presidential Unit Citation and the Republic of Korea War Service Medal.
