Sergeant Bills was a member of Telephone and Telegraph Operations Company, 101st Signal Battalion, U.S. Army. On 9 July 1951, while driving a vehicle near Sachang, North Korea, he lost control and the vehicle rolled down an embankment.

Bills was awarded the Korean Service Medal, the United Nations Service Medal, the National Defense Service Medal, the Korean Presidential Unit Citation and the Republic of Korea War Service Medal.
