Corporal Locklin was a member of Company F, 2nd Battalion, 7th Cavalry Regiment, 1st Cavalry Division. He suffered epidemic hemorrhage fever and was evacuated to the Osaka Army Hospital, Honahu, Japan, where he died on 15 December 1951.

Locklin was awarded the Combat Infantryman's Badge, the Korean Service Medal, the United Nations Service Medal, the National Defense Service Medal and the Korean War Service Medal.
