Charles Edward Moore was born on 9 January 1949 in Pine Knot, KY. He was the son of Luther and Opal Moore. He graduated from Pine Knot High School in 1967 and was drafted into the U.S. Army.

After graduating from Basic and Advanced Individual Training, Moore began his tour of duty in Vietnam with the 1st Air Cavalry Division (AMBL) on 6 December 1968. Specialist Moore was killed in action by hostile small arms fire on 3 June 1969 in Tay Ninh, South Vietnam.
