Corporal Franklin was a member of the 506th Quartermaster Petroleum Supply Company, U.S. Army. On 11 December 1950, he was in a truck near Ascom, Korea, when the truck overturned in a rice paddy killing him.

Franklin was awarded the Korean Service Medal, the United Nations Service Medal, the National Defense Service Medal and the Republic of Korea War Service Medal.
