Private First Class Messer was a member of the 61st Field Artillery Battalion, 1st Cavalry Division. He developed epidemic hemorrhagic fever and was evacuated to a Norwegian Mobile Army Surgical Hospital where he died on 22 October 1951.

Messer was awarded the Korean Service Medal, the United Nations Service Medal, the National Defense Service Medal, the Korean Presidential Unit Citation and the Republic of Korea War Service Medal.
