Private First Class Menchaca was a member of the Message Center Operations Company, 304th Signal Operations Battalion, U.S. Army. On 7 November 1950 he was killed when a hand grenade accidentally exploded near Seoul, South Korea.

PFC Menchaca was awarded the Korean Service Medal, the United Nations Service Medal, the National Defense Service Medal, the Korean Presidential Unit Citation and the Republic of Korea War Service Medal.
