Private Kelley was a member of the 58th Military Police Company, 519th Military Police Battalion. On 11 January 1951, while he was sleeping in his quarters near Kumchon, South Korea, his gas stove exploded killing him.

Kelley was awarded the Korean Service Medal, the United Nations Service Medal, the National Defense Service Medal and the Korean War Service Medal.
