Eugene Raymond Moreau was born on 19 March 1942.

On 27 August 1966, Sergeant Eugene Raymond Moreau was serving with Advisory Detachment B-52 (Project Delta), 5th Special Forces Group, in Tay Ninh Province, South Vietnam.

On that day, SGT Moreau was killed in action when he sustained wounds from small arms fire. His body was recovered.
