Martin Francis Foley was born on 15 December 1949.

On 1 May 1969, Lance Corporal Martin Francis Foley was serving with 1st Platoon, D Company, 1st Battalion, 3rd Marines, 3rd Marine Division, in Quang Tri Province, South Vietnam.

On that day, Lance Corporal Foley was killed in action when he sustained wounds from small arms fire. His body was recovered.
